'War criminal': UK ex-PM Blair heckled while testifying

Former British Prime Minister Tony Blair was accused of being "a war criminal" by a heckler who burst into a courtroom as he testified at an U.K. inquiry into media ethics on Monday.

Updated at 10:49 a.m. ET: LONDON - Former British Prime Minister Tony Blair was accused of being "a war criminal" by a heckler who burst into a courtroom as he testifed at an U.K. inquiry into media ethics on Monday.?

The protester, who gave his name as?David Lawley-Wakelin,?shouted?that Blair?should be arrested -- but only seconds later he was?bundled away by security staff.


He yelled at Blair, who is a?$2.5-million-a-year adviser to U.S. investment bank JP Morgan:?"This man should be arrested for war crimes. JP Morgan paid him off for the Iraq war, three months after he invaded Iraq."?

In response to the outburst, Blair said: "Can I just say on the record what he said about Iraq and JP Morgan is completely and totally untrue. I have never had a?discussion with them about that."

Lawley-Wakelin describes himself online as?a documentary film-maker working on a project called the "The Alternative Iraq Enquiry", for which he has traveled to Iraq.

ITV News reported he was being questioned by police, but later released.

Sky News reported that an investigation was immediately launched into how he entered the secure area of the court - an embarrassing breach of security less than a year after Rupert Murdoch was hit by a custard pie at a inquiry into the same subject at Britain's parliament.

Prior to the interruption, Blair was facing questions about his relationship with Murdoch.

Blair, who served as prime minister between 1997 and 2007, was the latest senior politician?to appear?at the investigation set up last year in the wake of a phone-hacking scandal when it emerged that reporters at the Murdoch-owned News of the World tabloid had routinely hacked into the phones of public figures. Other witnesses have included actor Hugh Grant, as well as Murdoch and his son James.

Blair is godfather to one of the powerful News Corp. chairman and CEO.'s children.

Ordered by Prime Minister David Cameron, the inquiry has tarnished Britain's elite by laying bare the collusion between politicians, the police and the media.

Former British Prime Minister Tony Blair testified this morning about his close ties to media mogul Rupert Murdoch, who's News of the World tabloid is in the middle of a phone-hacking scandal. NBC's Stephanie Gosk reports.

While Blair is no longer active in British politics, the inquiry may still prove uncomfortable as it examines issues such as his decision after stepping down as prime minister to become a godfather to Murdoch's daughter Grace at a ceremony on the banks of the River Jordan.

"Blair led the way in having no shame about courting Murdoch," said Ivor Gaber, professor of political journalism at City University. "He set the style and the standard and if you regard Cameron as the 'heir to Blair' then it's not exactly surprising that he followed suit."

The BBC reported that, giving evidence earlier in May, one of Mr Blair's former Cabinet ministers told the inquiry he felt the relationship had "arguably" become "closer than wise".

Murdoch told the inquiry last month that he had never asked a prime minister for anything.

Blair set the tone for his relationship with Britain's press when he flew to Australia in 1995 to speak before a gathering of Murdoch's executives who had previously used their British tabloids to vilify his Labour Party predecessors.

'Into the lion's den'
The decision infuriated much of his left-of-center party who saw the Australian-born tycoon as a right-winger who had helped to keep them out of power for years.

"People would be horrified," Blair said later in his autobiography. "On the other hand ... not to go was to say 'carry on and do your worst,' and we knew their worst was very bad indeed."

Former News International chief executive Rebekah Brooks and her husband, Charlie Brooks, have been charged with perverting the course of justice during the U.K. phone hacking scandal. ITV's Keir Simmons reports.

"The country's most powerful newspaper proprietor, whose publications have hitherto been rancorous in their opposition to the Labour party, invites us into the lion's den. You go, don't you?"

With the backing of Murdoch's top-selling Sun tabloid, Blair swept to power in 1997 and again in 2001 and 2005. But with an ever-increasing reputation for public relations "spin", he started to face questions over his sincerity.

"Tony Blair quickly became famous in Fleet Street for inviting in one group of newspaper people and telling them how skeptical he was about Europe; and then inviting in another lot and telling them how keen he was on Europe," Andrew Marr, a senior BBC journalist, told the inquiry.

"But the different groups compared notes, and his reputation was not hugely enhanced."

Much of that came to a head when Blair and then President George W. Bush agreed to invade Iraq, going against the public opinion in Britain.

Blair is likely to be asked why he spoke to Murdoch three times in the days leading up to the Iraq war and whether this had any impact on the fact that all Murdoch's papers supported the unpopular invasion.

Rupert Murdoch returned to the Leveson Inquiry to give evidence for a second day. ITV's Paul Davis reports.

He will also be asked whether his reliance on Britain's press meant that he did not properly scrutinize their role in society and whether any group, such as Murdoch's UK arm, News International, had too much control of the market.

"There was a desperation to get the Sun onside and to get News International on side, basically at all costs," Liverpool University's political professor Jonathan Tonge, told Reuters. "And if that meant sacrificing a serious analysis of the relationship and the health of the relationship, then so be it."?

Gay Military Students Graduate Openly At Academies Nationwide

ANNAPOLIS, Md. -- Gay students at America's military service academies are wrapping up the first year when they no longer had to hide their sexual orientation, benefiting from the end of the "don't ask, don't tell" policy that used to bar them from seemingly ordinary activities like taking their partners openly to graduation events.

For the first time, gay students at the U.S. Naval Academy in Annapolis were able to take a same-sex date to the academy's Ring Dance for third-year midshipmen. The U.S. Air Force Academy in Colorado Springs, Colo., officially recognized a club for gay students this month. And gay cadets at the U.S. Military Academy in West Point, N.Y., are relieved they no longer have to worry about revealing their sexuality.

Several gay students from the nation's major military academies said the September repeal of "don't ask, don't tell," an 18-year-old legal provision under which gays could serve as long as they didn't openly acknowledge their sexual orientation, meant significant change.

"For the most part, it allows us to be a complete person, as opposed to compartmentalizing our lives into different types of boxes," said newly commissioned Air Force 2nd Lt. Dan Dwyer, who graduated from the Air Force Academy on Wednesday. West Point held its graduation Saturday, and the Naval Academy's was set for Tuesday.

Official recognition by the Air Force school in May of the social club Spectrum means gay students there won't have to meet underground anymore.

Students and gay alumni also say the repeal is creating professional benefits by opening doors to mentorship possibilities. Being open about their orientation gives students and experienced military personal one more common experience that can foster a mentoring relationship, they said.

"That's what makes this type of networking a little bit more meaningful in our lives, because they've gone through the same thing and, yeah, it's great to have that family. It's great to have that support," Dwyer said.

Dwyer did not know that a gay alumni group of academy graduates even existed before repeal of "don't ask, don't tell." On Thursday, Trish Heller, executive director of the academy's gay alumni group called The Blue Alliance, swore him in as an Air Force officer.

"That was all based on the networking and mentorship relationship from Blue Alliance and Spectrum that would not have happened before, because we just didn't have that much of a presence and that much of a connection with the cadets," Heller said.

At West Point, the alumni gay advocacy group Knights Out was able to hold the first installment in March of what is intended to be an annual dinner in recognition of gay and lesbian graduates and cadets. Cadet Kaitlyn Kelly was among the dozens of cadets who attended the privately sponsored dinner. The 22-year-old Chicago resident was finally able to openly introduce her civilian girlfriend at an event marking 100 days before graduation.

"It was a remarkable thing for me, because I had taken her to previous things ... but I had to do the ambiguous, `Oh, she's my best friend,'"

Kelly emphasizes that she had always been respected by her fellow cadets and officers at West Point and that changes in her day-to-day life have not been dramatic. But both she and fellow graduating cadet Idi Mallari said the repeal lessened their stress.

"My friends and I, we were so relieved that we didn't have to worry about that. Where we might not have necessarily worried about it 100 percent, it was still something in the back of your mind that you kind of always have to watch your step," Kelly said.

Mallari, who was awarded a Purple Heart during his prior service in Iraq as a combat medic, said everyone at the academy has been accepting, with just a couple of exceptions.

"I think it has to do with the fact that we're here at West Point and everybody here is just a little more educated," said Mallari, a 26-year-old Chicago resident.

In Annapolis, a gay couple attending the U.S. Naval Academy and their classmates posed for a photo in front of the academy's Bancroft Hall with a dozen heterosexual couples for the Ring Dance, when students in their third year receive their class rings.

Midshipmen Andrew Atwill, of Fulton, Ky., and Nick Bonsall, of Middletown, Del., said they received many compliments for bravely standing out in a way students had not before, and they did not receive any negative feedback from attending together.

"Because they made us feel so comfortable for going to the dance with each other, we didn't have to worry about any negative consequences," Atwill said.

SpaceX's Dragon berthed on the ISS to complete historic arrival ...

SpaceX?s Dragon is now through the opening stages of being berthed on the International Space Station (ISS), after the spacecraft was captured by the Space Station Remote Manipulator System (SSRMS) on Friday. The effort to fully install Dragon to the ISS will continue throughout the day, although the major elements of the historic milestone have now been completed.

Dragon?s Big Day:

The first private spacecraft to visit the ISS had already completed the the C2 objectives of the combined C2/C3 mission by early Friday, already a great achievement for what is only Dragon?s second journey into space.

The big test for the C2 portion of the test flight involved a fly under of the ISS to test a number of critical systems that are required for the berthing attempt, as Dragon completed a lap around the Station on what has been described as a racetrack. Coming out of far field phasing, Dragon fly just over 10km under the ISS, a distance that allowed for a test of the UHF communication system between the orbital outpost and the commercial spacecraft via the Commercial Orbital Transportation Services (COTS) Ultra High Frequency (UHF) Communication Unit (CUCU).

The test ? also including checkouts of the?Light Detection And Ranging (LIDAR) hardware and GPS ? was a success, marked by the ISS crew managing to command a strobe light on the Dragon, showing they had the ability to communicate with the spacecraft.

?SpaceX and ISS Communication check ? COTS UHF Communications Unit (CUCU) bidirectional communication was established successfully at ~ 10.4 km range during SpaceX Dragon Fly Under demo was successful. The Crew performed Strobe light ON command via Crew Command Panel (CCP),? noted Status Update information via L2 ? (LINK).

?Crew used Laser Instrument Distance and Range (LIDAR) to determine the Dragon range (2780 meters) once Dragon crossed the R-Bar. Crew powered off the Dragon Strobe light via CCP at the end of Fly By demo. Dragon navigational system also functioned successfully.?

The ISS? Space Integrated GPS/Inertial Navigation Unit (SIGI), one of two GPS units required for Dragon?s Relative GPS (RGPS) navigation, also worked without issue, following some late evaluations ahead of the mission to ensure the availability after requirements to Removed & Replace (R&R) one of the units after data showed the old unit was in a degraded state.

?The ISS Space Integrated Global Positioning System/ Inertial Navigation System (SIGI)s were configured for 12-channel mode during the SpaceX Dragon Fly Under Demo,? added the notes. ?The SIGIs regularly tracked 8 or 9 satellites between ISS and Dragon. Both ISS SIGIs are back in 6-channel mode and outputting attitude updates.?

A minor issue relating to the berthing attempt was observed on Thursday, as ISS crewmember Don Petitt called down to note one of the Robotic Work Station (RWS) monitors in the Cupola was failing to display information.

Options existed to move to the Lab?s RWS for the berthing attempt, or replace one of the lab monitors in the Cupola. However, the monitor was fixed via troubleshooting.

?Cupola Robotic Work Station (RWS) Monitor 1 Failure: After ground powered-up the Cupola RWS, crew entered the Cupola and found Monitor 1 to have no video or data, just some horizontal red and white lines near the middle of the screen indicating a sync problem. The crew cycled power via UOP1 in the Cupola and the monitor was recovered,? added the Status update.

?All 3 Cupola monitors have been confirmed functional, and are expected to remain powered through SpX-D capture and berthing. Initial indications are that this is a video sync initialization issue that could only occur at powerup (i.e., should not occur once a monitor is powered and receiving a good sync signal), so no issues are expected for capture or berthing.?

The Node 2 Nadir (N2N) Common Berthing Mechanism (CBM) Loss of Communication (LOC) Anomaly was also discussed. However, this was also recovered, deemed to be in an acceptable condition, resulting in the ISS being ?ready to support SpaceX berthing?.

For the next big milestone, berthing,?Dragon was put through a series finite manuevers, mainly to ensure the safety of the orbital outpost ? and its crew ? as the vehicle enters the safety zone surrounding the Station.

First up for Dragon was a repeat of the first part of Flight Day 3?s racetrack profile, as the spacecraft once again catches up to the Station via the Hight Adjustment (HA) and Co-Elliptical (CE) burn, bringing Dragon 2.5 km below ISS. A Go/No-Go was then performed for the HA3/CE2 burn pair bringing Dragon to 1.2 km below ISS.

The HA3/CE3 burn pair, using RGPS and configured with the ISS? own GPS system, were then conducted, followed by the HA4 (Ai) burn, taking Dragon inside the corridor where the crew begins to monitor the spacecraft?s approach. With ?Tally-Ho? on the Dragon for the second time in this mission ? this time with its?strobe light clearly visible -? the spacecraft then into the business end of it?s rendezvous operations.

This resulted in Dragon arriving ? and holding at ? 250 meters from the Station, where checks of Dragon?s LIDAR system were conducted, a key element of hardware that has a heritage of testing via the Space Shuttle Discovery during her STS-133 mission. A retreat was called to test the abort capability, prior to moving forward again to a 235m hold point.

With hold and retreat demos being conducted, yet more Go/No Go polling were conducted by controllers at the Johnson Space Center (JSC) Flight Control Room (FCR) and at SpaceX?s Mission Control in California.

Dragon was then commanded to 200 meters from Station, to allow for better data from the Thermal Imagers on the spacecraft. This was followed by another additional hold point of 150 meters, inside the ?keep out sphere?.

Next, Dragon was given a ?Go? to approach to 30 meters distance from the Station where it will automatically hold. Controllers noted that the Thermal Imagers will continue to be evaluated during the approach.?However, another hold was called ? this time by SpaceX ? in order to reconfigure the LIDAR system to a different mode.

A retreat to 70 meters was then called by SpaceX, who are continuing to take a ?close look? at the LIDAR data.

The problem was deemed to be via ?stray reflections? from the JAXA JEM module?s External Platform (EP) impacting on the LIDAR. The teams decided to narrow the view range of the LIDAR to remove the reflections from the field of view.

This allowed for a ?Go? is given to make the full trip to 30 meters from Station, ahead of Dragon entering the critical phase of approaching the ISS, proceeding from 30m to the Capture Point at 10 meters out, where Dragon automatically held. The ISS? robotic assets ? already translated to the pre-capture position -?were then prepared to move towards the Dragon from the Cupola RWS.

This came after the final Go/No Go poll was performed for Capture, as the crew is informed of the postive decision from the ground.

Upon receiving the ?Go for Capture? call from Houston, the ISS crew armed the SSRMS capture command and begin tracking the vehicle through the camera on the Latching End Effector (LEE) of the SSRMS, noted an overview presentation (L2 ? Link).

With the ISS? thrusters inhibited and Dragon confirmed to be in free drift, the arm?s LEE will be maneuvered over the Grapple Fixture (GF) pin on Dragon to trigger the capture sequence ahead of pre-berthing maneuvers.

With the addition of several holds into the timeline, capture was confirmed later than expected, at 13:56 GMT.

The Dragon, now secured by the SSRMS, was carefully translated to the pre-install set-up position, 3.5 meters away from the Station?s module, allowing the crew to take camcorder footage of the vehicle through the Node 2 windows. This footage will then be downlinked to the ground for engineers to evaluate the condition of the Dragon spacecraft.

The SSRMS was then maneuvered Dragon to the second pre-install position, at a distance of 1.5 meters out. Desats were inhibited prior to the maneuver of the Dragon into Common Berthing Module (CBM) interface to begin the securing of the spacecraft to the ISS.

A ?Go? at this point was marked by all four Ready To Latch (RTL) indicators providing confirmation on the RWS panel.

As has been seen with other arrivals ? and indeed new additions to the Station itself ? Dragon was then put through first stage capture tasks, allowing the SSRMS to go limp, ahead of second stage capture, officially marking Dragon?s berthing with the ISS at 11:02 Central Time, in turn allowing the SSRMS to release and translate to its return position.

While leak checks are conducted between the ISS and Dragon ? required ahead of hatch opening ? the SSRMS was safed, ahead of another job to complete, this time picking up the Special Purpose Dexterous Manipulator (SPDM) ? otherwise known as Dextre ? who will also greet the new member of the ISS resupply family. This opeeration won?t be conducted today due being two hours down on the timeline.

The plan involving Dextre relates to performing a survey of the Dragon trunk using SPDM at the end of the SSRMS, after the big arm retrieves its Canadian cousin from the Mobile Base System at Work Station 5 (WS5).

Dragon?s trunk will be surveyed using Dextre?s own LEE and Camera Light Pan Tilt Assembly (CLPAs), under the control of MCC-Houston. This task will allow for teams on the ground to assess viewing and lighting conditions to aid in operations planning for future trunk cargo extraction/insertion operations that will play a resupply role during future missions.

Once the survey has been completed, the SSRMS will return Dextre to the MBS, which will then carry the robot back to Work Station 2 (WS2).

(AP) ? In a potential break in one of the nation's most baffling missing-children cases, a former convenience-store employee has told police that he suffocated 6-year-old Etan Patz in 1979 and left the boy's body in a box in an alley, law enforcement officials said Thursday.

If Pedro Hernandez's story checks out, it could solve the 33-year-old mystery of what happened to Etan, whose disappearance on his way to school helped give rise to the nation's missing-children movement and made him one of the first abducted youngsters to be pictured on a milk carton.

After decades of dead-end leads and phony confessions, investigators warned they are still trying to confirm Hernandez's account and have little to go on other than his word. No body has been found. No charges have been filed.

"Let me caution you that there's still a lot of investigating to do," Mayor Michael Bloomberg said.

Hernandez, who is believed to be in his mid-60s, worked at a store in the neighborhood where Patz lived, authorities said.

He told investigators that he suffocated the boy, then put the body in a box, walked down a Manhattan street and dumped the box in an alley, according to a law enforcement official who was not authorized to discuss the investigation and spoke to The Associated Press on condition of anonymity.

The development came a day before the anniversary of Etan's disappearance, when detectives are typically barraged with hoaxes, false leads and possible sightings.

Hernandez, who moved to New Jersey shortly after the boy vanished, was picked up there late Wednesday and was being questioned Thursday at the Manhattan district attorney's office.

He had been tied to the case in the past, and investigators recently received a phone call with a new tip, according to the law enforcement official. The official gave no details on the tip.

Neighbors in Maple Shade, N.J., said Hernandez lived with his wife and a daughter who attends college.

"I can't believe something like that," said Dan Wollick, a neighbor in the same building. "This guy, he doesn't seem that way."

Sandy-haired Etan vanished without a trace on May 25, 1979, while walking alone to his bus stop for the first time, two blocks from his home in New York's busy SoHo neighborhood, which was a working-class part of the city back then but is now a chic area of boutiques and galleries.

Etan's disappearance ushered in an era of anxiety about leaving children unsupervised. Police conducted an exhaustive search. Thousands of fliers were plastered around the city, buildings canvassed, hundreds of people interviewed.

Etan's parents, Stan and Julie Patz, were reluctant to move or even change their phone number in case their son tried to reach out. They still live in the same apartment.

They did not return a call for comment.

"I hope this is the end of it," said Roz Radd, who lives a couple of blocks from the Patz family's home and knows Etan's mother casually from walking dogs in the neighborhood. "There's going to be hopefully closure to her, to know what happened to her son."

The FBI, which has been part of the investigation, had no comment. In a statement, New York Police Commissioner Raymond Kelly said only that a man had "made statements to NYPD detectives implicating himself in the disappearance and death of Etan Patz."

Prosecutors would most likely look for evidence to corroborate his statement before bringing charges. They would also presumably try to gauge his credibility.

"Anybody can come forward and say, 'I did it,' but you need to be able to prove that it's the truth," said Pace Law School professor Bennett L. Gershman, a former prosecutor in Manhattan.

DNA or other physical evidence might not be available, but investigators could try to find witnesses who could connect Hernandez to the crime. They could also try to discern whether he knows details about the disappearance that weren't made public, or said revealing things about the case to others.

Since the early 1980s, the investigation has ebbed and flowed. It included a trip to Israel after reported sightings there of the boy, and in the past decade focused on Jose Ramos, a convicted child molester now in prison in Pennsylvania, who had been dating Etan's baby sitter. In 2000, authorities dug up Ramos' former basement in lower Manhattan, but nothing turned up.

Stan Patz had his son legally declared dead in 2001 so he could sue Ramos, who denied harming the boy. A judge in 2004 ruled Ramos responsible for Etan's death after Ramos refused to answer questions in the lawsuit. But Ramos was never charged with a crime.

In 2010, District Attorney Cyrus R. Vance Jr. announced he was reinvestigating the case.

A few weeks ago, investigators excavated a basement down the street from the Patz apartment for signs of Etan but found no human remains. Investigators questioned 75-year-old Othniel Miller, who in 1979 had a workspace in the cellar. But he was not named as a suspect.

Miller's lawyer, Michael Farkas, said Thursday: "Mr. Miller is relieved by these developments, as he was not involved in any way with Etan Patz's disappearance."

Howard Stern consoles crying kid on 'AGT'

"America's Got Talent" has officially gone to the dogs... and the crying kids... and the geriatric rappers.?

Yes, folks, night one of the New York auditions had a little something for everyone -- heck, there was even a guy whose entire act was getting kicked in the family jewels.

The most impressive act -- by far -- was a pair of father and son dog trainers for Houston called Olate Dogs. Their half dozen dancing, hopping, back-flipping canines whipped the roomful of normally jaded New Yorkers in to a frenzy and had the judges gushing the kind of over-the-top superlatives you usually only get from the folks on "American Idol."

?This is the most amazing, best animal act I have ever seen,? Howie Mandel exclaimed before Howard Stern, as usual, took control of the floor.

?I'm thinking of bringing you to my house,? the Judge of All Talent said. ?My dog does nothing! ?I am not asking for back flips. I just want him to follow me around. ... Every nudnik who has a pet comes out on my stage. You guys are probably going to get to be on my stage for a long time.?? We agree.

Howard admits he is a fan of "Jackass" and "The Three Stooges," so he loves these types. ?One thing about the 'Jackass' guys, they always leave you laughing,? he said.? ?We were laughing through that whole thing.?

Howard admitted he expected to hate this guy at first. ?I was gonna hit my buzzer,? he said. ?Then all of a sudden I find myself (singing) 'What you gonna do?' I say you are pretty talented. I have a feeling America might be singing that tomorrow. And that is going to be really strange.??

ScienceDaily (May 22, 2012) ? The ringing cell phone you're reaching to answer. The text message that demands a reply now. The GPS you're trying to program as you're frantically rushing to your destination.

They're just a few activities -- among many -- that divert drivers' attention from the road and escalate their risk of having an accident.

And, an accident can happen in an instant, says driver distraction researcher John Lee, a professor of industrial and systems engineering at the University of Wisconsin-Madison.

"Studies dating back to the 1960s found the maximum time the eye can be diverted from a driving task without significant adverse effect is 1.5 to 2 seconds," he says. "Attention to the road deteriorates the longer a driver looks away."

That's the case even for professional drivers such as commercial truck operators, bus drivers, police, and street and highway department crews.

The cabs of those drivers' vehicles are chock-full of distractions: two-way radios, smartphones, GPS units, laptop computers, and an array of levers, knobs and touch screens that control equipment like plows and spreaders.

This complex mix of technologies might be inevitable-but accidents are not.

Proper technology placement and well-informed policies could reduce distracted driving. For example, in-cab controls should be easy to reach and drivers should be able to quickly complete each step of a task such as programming a GPS navigation system. If drivers need to read a map, do paperwork or use a cell phone, a policy could insist they stop away from traffic before completing the task.

Training professional drivers to recognize distractions and the factors that influence their attention to the road also is an important strategy for combatting distracted driving. Drivers can learn to minimize the length of time they look away or do so at locations with fewer potential conflicts.

"Some professional drivers know how to time their glances-unlike teens or other new drivers-although they cannot glance away from the driving task any longer than other drivers," says Lee.

In Sauk County, Wisconsin, police, fire, public works and highway crews annually use a driving simulator for 95 percent of their defensive-driving training. There, safety risk manager Carl Gruber says the simulator effectively replicates a variety of road and pavement types and weather conditions. It can run hundreds of scenarios with situations that highway department drivers encounter in a snow event or road project-for example, high-volume traffic, tailgating, reduced visibility or a blown tire.

One advantage to the simulator is that Gruber can create complex challenges impossible to duplicate in on-the-road training. He recently programmed a test drive that required an operator to control the truck using only the steering wheel and gas pedal-without brakes-in simulated snowstorm conditions.

And, the county updates its simulator training module every year to address any problems that may have occurred the previous snow season. "It allows us to keep employees driving defensively in a whole range of situations that put them or the public at risk," says Gruber.

In addition to their annual simulator training, Sauk County crews also attend the Highway Safety ROADeo sponsored Wisconsin County Mutual Insurance Corporation. It features a driver skills course, vehicle inspection training, a written exam and other programs, and enables drivers to try real-life truck maneuvers in tight situations and refresh their knowledge of safety issues.

While technology can contribute to driver distraction, technological advances also could help reduce it. New Hampshire recently installed voice-activated technology in more than 1,000 police cars in the state. The system uses a single interface operated by voice or touch screen to control multiple in-car technologies from different vendors-and similar technologies could be available in the future for public works and highway applications.

Also in development is a new generation of displays that project information from sensors onto the windshield glass, enhancing the driver's ability to see objects in the road ahead. While the technology is improving, Lee says it has limitations because drivers can only see and process a few things at a time.

Ultimately, he says, there's no substitute for eyes on the road. "There's always a risk when a driver looks away from the road since there is no certainty about when an incident will happen," he says. "And this risk increases as the length of time they are looking away increases."

WASHINGTON (AP) ? Star-struck at 11 when he saw pitching great Roger Clemens, a 25-year-old man became a witness for prosecutors seeking to convict the former baseball player of lying to Congress.

At issue was a 1998 gathering at player Jose Canseco's house that Clemens denied attending ? one of the false statements prosecutors allege Clemens made in his 2008 congressional deposition.

On Monday, Alexander Lowrey testified that he saw Clemens at the party. Prosecutors showed several photos of the former pitcher in attendance, including one of the 11-year-old Lowrey on the deck of the pool, next to a smiling Clemens standing in the shallow end of the water. The former pitcher's hair is bleach-blond, which is how Lowrey said he recalled it.

Lowrey said he had been invited to the party in south Florida by a handyman who worked for his family's business as well as Canseco. At the time, Clemens and Canseco were teammates with the Toronto Blue Jays. Lowrey said he played baseball back then and looked up to Clemens as "one of the best pitchers in the game."

Clemens' lawyer tried to play with the potentially faulty memory Lowrey might have of a party that happened more than a dozen years ago. Lowrey couldn't remember some details and said he had to estimate the times he arrived and left, but he said he had a clear memory of meeting Clemens and Canseco.

Brian McNamee, Clemens' longtime strength and conditioning coach, has said he saw Clemens and Canseco talking to a mysterious third person at the pool party, a person McNamee said he felt had a connection to steroids. McNamee said he first injected Clemens with steroids a few days later and continued to do so in 1998, 2000 and 2001. Clemens' denial at a 2008 House hearing and deposition of taking performance-enhancing drugs led to his indictment for lying to Congress.

Clemens, in his congressional deposition in February 2008, said, "I never was at the party." Later in the deposition, he said: "I wasn't here at this ? at a party that he had. I could have gone by there after a golf outing. So ? but I was not at this party."

Prosecutors tried to hammer the point by showing a video of Clemens testifying before Congress a few days later, where he says he might have dropped off at the party his wife or a relative who had golfed with him.

"But at the time of the day that I would have expressed it to be, I was on my way to the ballpark," he insisted. "I would have had to have gotten to the ballpark extremely early. I know one thing. I wasn't there having huddled up with somebody trying to do a drug deal. I know that for sure."

Over at the defense table, Clemens nodded ? as if in agreement with his previous statement.

McNamee, the only person to claim firsthand knowledge of Clemens using steroids and human growth hormone, finally got to name names in front of the jury: Andy Pettitte, Chuck Knoblauch and Mike Stanton.

Before Monday's session, he had not been allowed to say that he provided former Clemens teammates Pettitte and Knoblauch with human growth hormone, or that he helped ex-Clemens teammate Stanton obtain HGH from drug dealer Kirk Radomski. The judge had ruled that such information could prejudice the jury against Clemens.

But Hardin's grueling cross-examination tipped the balance in the other direction, prosecutors argued. Hardin suggested before the jury last week that McNamee had solely or primarily targeted Clemens, and that no one had been charged in connection with McNamee's accusations, raising the issue of McNamee's credibility.

U.S. District Judge Reggie Walton therefore ruled that McNamee could name Knoblauch and Stanton as receiving HGH in 2001 when they were with the New York Yankees, and Pettitte in 2002 when he was with the Yankees. The judge instructed the jury that the names could only be used to help establish McNamee's "credibility as a witness" and cannot be used to "infer Mr. Clemens' guilt."

McNamee's integrity and credibility were attacked relentlessly last week by Clemens' lawyer, and the government embarked on a rehabilitation job with its key witness during follow-up questioning Monday. McNamee also apologized for the medical condition that caused him to take frequent breaks. He came across as a sympathetic figure in the final moments of some 26 hours on the stand, a small counterweight to three days of brutal cross-examination.

With McNamee finished after five-plus days on the stand, prosecutors called a Miller-Coors manager to testify about the beer can McNamee says he used to store waste after an alleged steroids injection of Clemens in August 2001. The witness, Anthony Manuele, looking at markings on the bottom of the can, was able to confirm that it would have been on shelves between August 2001 and Nov. 15, 2001 ? coinciding with McNamee's timeframe.

Hardin, on cross-examination, needled prosecutors by asking Manuele, "You don't sell these beer cans to keep needles, do you?"

The judge sustained a government objection, but not before Manuele could answer, "No, sir."

Lawyers indicated to the judge that the government might wrap up its case this week, even though Tuesday will be a day off because of a conflict with Walton's schedule. Clemens lawyer Rusty Hardin then said he would need seven or eight days to present the defense's case. Both sides are working to finish before June 8, when further conflicts with Walton's schedule could cause the trial to go on recess for a month.

NATO firms up Afghanistan exit plan

Updated at 3:18 p.m. ET: CHICAGO -- NATO leaders sealed a landmark agreement on Monday to hand control of Afghanistan over to its own security forces by the middle of next year.

Leaders gathered at a NATO summit in Chicago formally endorsed a U.S.-backed strategy that calls for a gradual exit of foreign combat troops by the end of 2014 but left major questions unanswered about how to prevent a slide into chaos and a Taliban resurgence after the allies are gone.


?Today we have taken further important steps on the road to a stable and secure Afghanistan and to our goal of preventing Afghanistan from ever again becoming a safe haven for terrorists that threaten Afghanistan, the region, and the world,? NATO members said in a joint declaration.

The two-day meeting of the 28-nation alliance marked a milestone in a war sparked by the September 11 attacks that has spanned three U.S. presidential terms and outlasted al-Qaida leader Osama bin Laden.

President Barack Obama and NATO partners sought to show their war-weary voters the end is in sight in Afghanistan - a conflict that has strained Western budgets as well as patience - while at the same time trying to reassure Afghans that they will not be abandoned.

A decision by France's new President Francois Hollande to pull out French troops by the end of December - two years ahead of NATO's timetable - has raised fears that other allies may also think about a rush to the exits.

After at least 45 people were arrested over the weekend amid violent clashes at the NATO summit in Chicago. NBC's Chuck Todd reports.

"Our nations and the world have a vital interest in the success of this mission," Obama told a summit session on Afghanistan. "I am confident ... that we can advance that goal today and responsibly bring this war to an end."

Alliance leaders, in a final communiqu?, ratified plans for the NATO-led International Security Assistance Force to hand over command of all combat missions to Afghan forces by the middle of 2013 and for the withdrawal of most of the 130,000 foreign troops by the end of 2014.

The statement deemed it an "irreversible" transition to full security responsibility for fledgling Afghan troops, and said NATO's mission in 2014 would shift to a training and advisory role. "This will not be a combat mission," it said.

Doubts remain, however, whether Afghan forces will have the capability to stand up against a still-potent Taliban insurgency that Western forces have failed to defeat in nearly 11 years of fighting.

NATO summit prompts little buzz on streets of Kabul

NATO diplomats said thinking had moved to the logistical challenge of getting a multinational army that size out of the Afghan mountains and deserts and back home - safely and with their equipment.

They said the aim was to sign a framework agreement with Afghanistan's northern neighbor, Uzbekistan, to allow "reverse transit" of NATO supplies from Afghanistan.

NATO has also been trying to persuade Pakistan to reopen its territory to NATO supplies, which Islamabad has blocked since NATO forces killed 24 Pakistani soldiers forces in a cross-border incident last year.

But a deal was not expected to be clinched by the end of the summit on Monday.

Meanwhile, anti-war protesters staged a peaceful march on the headquarters of U.S. defense contractor Boeing. Between 200 and 300 demonstrators, some throwing paper planes, gathered in a festive atmosphere outside the company's headquarters.

Occupy Chicago, the local chapter of the loose-knit anti-Wall Street Occupy movement, had promised to shut down Boeing's headquarters, which it called "NATO's war machine."

The demonstrators gathered only briefly outside Boeing's building and then moved on.

The?demonstration came a day after a protest march Sunday that was one of the city's largest in years, with thousands of people airing grievances about war, climate change, economic inequality and a wide range of other complaints.

Some protesters hurled sticks and bottles at police. Officers responded by swinging their batons. The two sides were locked in a standoff for two hours.

Forty-five protesters were arrested and four officers were hurt, including one who was stabbed in the leg, police said.
